Cruelty at a Pet Store?

I went to look at the baby leos as I always do (they are super cute) at a pet store at my local mall. I was horrified. They were super small3-4 inches and all of them were missing their tails. In addition to the missing tails, they seemed to have abrasions an their heads and faces. Some had damaged eyes. None of them were acting "normal" they weren't moving at all. I felt so bad. I wanted to save them all. Is there anything I can do? Is this punishable?
