Should toddlers be required to where soundproof helmets on a plane?

Anyone who doesn't have kids hates hearing the things cry in such close quarters on a plane. And with the shrillness of their screams it is impossible for earplugs to drown out the racket. Why not make them where soundproof helmets so other passengers don't have to hear them? And as a bonus it would save the flight attendants the trouble of cleaning up their dried snot everywhere.
