Why does every new bottle of hydrogen peroxide (3%) I purchase seem to be very weak?

For simply years and years, every bottle of hydrogen peroxide I purchased reacted strongly with cuts and abrasions. The most recent solutions hardly fizz and never "turn my fingertips white".
